Do you need to walk 10,000 steps a day to be healthy? Latest study reveals the step count that works! Cardiovascular risk plunges 40%
Published ・ Source Taiwan | 風傳媒
A May 2024 study in JAMA Internal Medicine found that among adults aged 60 and older, taking more steps each day or spending more time on moderate exercise each week may lower the risk of cardiovascular disease by 30% to 40%, with similar benefits from steps and exercise time.
Facts
A study published in JAMA Internal Medicine in May 2024 analyzed the relationship between step counts, exercise time and health among adults aged 60 and older.
The study followed more than fourteen thousand participants for more than 9 years; their average age was 71.8.
Participants walked an average of 5,183 steps a day and did about 62 minutes of moderate exercise a week.
Participants with higher activity levels had a 30% to 40% lower risk of cardiovascular disease than those with lower activity levels, and also lived longer.
Using step count or total weekly time spent on moderate exercise as a health indicator produced similar results.
Young people are advised to walk 8,000 to 10,000 steps a day, while adults aged 60 and older are advised to walk 6,000 to 8,000 steps.
The weekly recommendation is at least 150 minutes of moderate-intensity exercise or 75 minutes of high-intensity exercise.

Why is there a “little silver clip” on new socks? It’s not to keep them from coming apart—the clip also has an unexpected use.
Published ・ Source Taiwan | 風傳媒
The small silver clip on new socks was originally used in factories to identify sizes and hold socks together for packaging, a sock manufacturer in Changhua confirmed. Consumers later found that straightening the clip lets them use it as a “sock opener” to twist and break the thread holding the socks together.

Husband gives 40 million in stocks to children before his death—can his wife avoid taxes by renouncing inheritance? New 2026 gift and estate tax rules take effect: See who pays and in what order.
Published ・ Source Taiwan | 風傳媒
The president promulgated amendments to the Estate and Gift Tax Act on Sept. 11. Under the new rules, “whoever receives the assets pays the tax”; assets gifted to certain relatives within 2 years before death must be covered by the recipients in proportion, with the rules expected to take effect in 2026.
Facts
The president promulgated amendments to the Estate and Gift Tax Act on Sept. 11. Assets gifted to a spouse, children and other specified relatives within 2 years before death will still be included in the estate for tax purposes.
In 2024, the Constitutional Court ruled the relevant provisions unconstitutional. The case involved a man who gave stocks worth 300 million to his first wife within 2 years before his death, leaving his 6-year-old daughter born outside marriage solely responsible for 57 million in estate and gift taxes.
The Legislative Yuan passed amendments to some provisions of the Estate and Gift Tax Act in a third reading on Aug. 21.
Each donor is entitled to an annual gift tax exemption of 2.44 million; parents together can give up to 4.88 million tax-free per year.
The new rules remove the requirement that tax payable must be at least NT$300,000 to apply for installment payments, and change the method for paying taxes with bank deposits to a majority decision.
Stock gifts are valued at the “market price on the date of transfer.” Listed and over-the-counter stocks are valued at their closing price on the gift date, emerging-stock shares at the weighted average trading price that day, and unlisted shares at the company's net asset value per share.
Taiwan's insurance industry is transitioning to the TIS system starting this year. The Financial Supervisory Commission has introduced optional transition measures lasting 15 years, which 14 of the country's 20 life insurers have adopted.
Before the announcement on September 30 this year, the Insurance Bureau sent individual letters to the 14 companies adopting the transition measures, requiring that their announced capital adequacy ratios not exceed the target values they had applied for.
The 6 companies whose TIS ratios exceeded their target values after adopting the transition measures are 臺銀人壽, 台灣人壽, 遠雄人壽, 第一金人壽, 元大人壽 and 富邦人壽.
富邦人壽 is considering ending its use of the transition measures next year, which would make it the first domestic life-insurance holding company to disclose its true TIS figures “without makeup.”
富邦金's adjusted EPS reached NT$16.4 in the first 8 months of this year. Analysts have forecast a dividend of up to NT$8 next year, a sharp increase from NT$4.25 this year.

Why do utility poles seem to “pee” in heavy rain? It’s not a broken water pipe—台電 reveals the real reason
Published ・ Source Taiwan | 風傳媒
During heavy rain in the mountains of Nantou in late July 2025, a utility pole sprayed water from a hole for its grounding wire, apparently due to its hollow structure and rising groundwater levels. 台電 said the phenomenon is unrelated to water pipes and warned people to stay away to avoid the risk of electric leakage.
Facts
In late July 2025, days of heavy rain brought by southwesterly winds hit the mountains of Nantou, and residents noticed water continuously spraying from a hole near the ground at the base of a utility pole.
Utility poles have a hole near the base for a grounding wire, and the middle of the pole is hollow.
Water sprays from utility poles because groundwater levels rise after heavy rain; the phenomenon is unrelated to water pipes.
Water flowing out solely because of a rise in groundwater levels is generally not dangerous.
However, the risk of electric leakage cannot be ruled out completely if equipment becomes damp or wires are old.
台電 reminded the public not to approach utility poles out of curiosity.

Taiwanese diner in Osaka yelled at to “GO OUT”! Japanese writer shares 1 dialect phrase: Osaka locals instantly become friendlier after hearing it
Published ・ Source Taiwan | 風傳媒
An incident in which a staff member at an Osaka restaurant yelled “GO OUT” at a Taiwanese tourist has sparked discussion. The Japanese writer 「日本人的歐吉桑」, who lives in Taiwan, analyzed the culture of Osaka’s family-run eateries and recommended learning the Osaka dialect phrase 「おおきに」 to express gratitude and build rapport.
Facts
A Taiwanese tourist recently went to a restaurant in Osaka and was directly told “GO OUT” by a staff member, who demanded that they leave.
The Japanese writer 「日本人的歐吉桑」, who lives in Taiwan, noted that Osaka has many family-run eateries that mainly serve regular customers.
「日本人的歐吉桑」 speculated that what the staff member really meant was “Please go outside and wait.”
Places that describe themselves as 「アットホーム」 take a warm, family-style approach, but their service may be more direct.
「おおきに(OOKINI)」 is an Osaka dialect phrase that means roughly “thank you.”
Some small eateries are tucked away and have low-key exteriors, and tend to attract mostly regulars or drinking customers in the evening.
Travelers unfamiliar with the culture of family-run eateries can still choose to visit during the day to reduce the chance of misunderstandings.

South Korea’s men’s football team draws public fury with “no military service” boast after winning gold! Apology fails to ease anger as exemption system faces abolition
Published ・ Source Taiwan | 風傳媒
South Korea’s men’s football team sparked public outrage with remarks about “not having to serve in the military” after winning gold at the Nagoya Asian Games. A cross-party consensus is emerging among the ruling and opposition parties to review the sports exemption system, in place for 53 years, potentially opening the door to legislative reform.
Facts
South Korea’s men’s national football team defeated Japan in the Nagoya Asian Games gold-medal match on the 3rd, securing its fourth consecutive Asian Games title.
As a result, 20 players on the team qualified for supplementary service as arts and sports personnel.
South Korea’s sports exemption system dates back to the “Yushin system” under Park Chung-hee in 1973. The current exemption threshold was established in 1990.
Arts and sports personnel must serve for 34 months in their professional field and complete 544 hours of community service.
At this Nagoya Asian Games, gold-medal wins in just 3 team sports—baseball, football and basketball—meant at least 43 athletes who had yet to serve qualified for special military-service status.
In 2008, the South Korean government abolished preferential provisions for reaching the semifinals of the 2002 World Cup and the 2006 WBC, citing fairness concerns.
In 2020, South Korea eased rules for team sports, removing the requirement that athletes must have a record of actually competing.
People Power Party chief spokesperson Park Seong-hoon said in a commentary on the 5th: “The national team’s Taegeuk emblem is not a pass to avoid military service.”

Facts
A man surnamed Chang in Tainan was fined 25,000 yuan by the Tainan City Government Agriculture Bureau, which deemed him the owner of a stray female dog named “Xiao Hei” because he fed her and temporarily sheltered the 10 puppies she gave birth to.
In 2025, the Ministry of Agriculture compiled 18 civil damages or criminal negligent-injury cases from 2014 to 2024 arising from conflicts between people and dogs after people fed roaming animals. In 16 cases, the courts deemed the people who fed the dogs to be their owners; in 2 cases, they were not deemed owners.
Of the 16 cases in which people were deemed owners, 3 involved long-term feeding and allowing dogs to freely enter and leave private property, 5 involved restricting dogs’ movement with leashes or cages while continuing to feed them, and 8 involved feeders who had previously admitted they owned the dogs.
In a case at the Hualien District Court, the yard was an open space where the black dog could come and go freely, and the person involved had not in fact kept the dog. The person was ultimately not deemed the dog’s owner.

Campus police report omitted key testimony: “I was sexually assaulted”! Fraternity sex scandal continues to spread, igniting Cornell University students’ anger

A 2024 sexual assault case involving ketamine at Cornell University’s Chi Phi fraternity came to light after the victim filed a civil lawsuit in September this year. Campus police omitted key testimony, including the victim’s statement, “I was sexually assaulted,” from their report, leading the local district attorney to decide against prosecution at the time. New York Governor Kathy Hochul said she had “lost confidence” in the local district attorney and appointed state Attorney General Letitia James as special prosecutor to reopen the investigation. An internal university investigation resulted in only 2 expulsions and 2 suspensions, prompting criticism that the discipline was too lenient and lacked transparency. The case also highlights legal issues in New York, including the “voluntary intoxication loophole.” The state Senate has passed amendments four times since 2019, but they have stalled in the Assembly. Alumni have suspended donations, the Ithaca City Council is considering suspending permits for fraternity and sorority events, and university president Michael Kotlikoff did not publicly comment until Oct. 3.

Germany and France say EU's anti-economic coercion tool is too slow, propose new mechanism to strengthen deterrence against China
Published ・ Source Taiwan | 中央社 CNA
Germany and France believe the European Union’s existing Anti-Coercion Instrument (ACI) responds too slowly and are pushing to establish a new trade countermeasure mechanism. If necessary, it could restrict Chinese companies’ access to the European market in as little as 24 hours, strengthening deterrence against Beijing’s ability to cut off supplies of key raw materials such as rare earths. Germany and France will submit a joint paper before the EU summit on October 15 and 16. The new mechanism could be modeled on the U.S. Section 301 provision, but even an accelerated process would mean it could not take effect until next year at the earliest.
