Does “decriminalizing” drugs mean drug use is legal? It is actually far from legalization, but many people keep confusing the two
Published ・ Source Taiwan | 風傳媒
This article clarifies the difference between drug decriminalization and legalization, noting that decriminalization removes criminal penalties for personal use but does not mean buying and selling drugs is legal. It compares Portugal’s 2001 decriminalization policy and details of its 2023 amendment with Taiwan’s current system, under which using Schedule I and II drugs remains criminally punishable but is accompanied by treatment mechanisms. It emphasizes the range of policy tools available.
Facts
Decriminalization mainly concerns whether the state continues to treat personal use and possession for personal use as criminal offenses, while legalization means allowing previously prohibited conduct under legal regulations.
Since 2001, Portugal has removed some acts of personal use and possession for personal use from the criminal penalty system, but drug trafficking remains subject to criminal law.
Article 40 of Portugal’s current Anti-Drug Law stipulates that cultivating controlled plants for personal use may still be punishable by up to 3 months in prison or a fine.
Portugal passed Law No. 55/2023 in 2023, making possession of more than the amount needed for an individual’s average use over 10 days only an indicator that the drugs may not be for personal use.
In Taiwan, use of Schedule I drugs is punishable by imprisonment for 6 months to 5 years, while use of Schedule II drugs is punishable by imprisonment for up to 3 years.
In Taiwan, possession of 5 grams or more of pure Schedule III drugs, or 5 grams or more of pure Schedule IV drugs, falls within the scope of criminal penalties.
Anyone who possesses or uses Schedule III or IV drugs without justifiable reason may be fined between NT$10,000 and NT$50,000 and required to attend 4 to 8 hours of drug-harm prevention classes.
A 2025 policy paper by the United Nations Office on Drugs and Crime (UNODC) said countries’ decriminalization systems vary widely, including removing criminal penalties, adopting administrative sanctions or reducing intervention through treatment and counseling.

Why do passengers always board planes from the left? It’s not an airline rule—the reason is surprisingly linked to ships
Published ・ Source Taiwan | 風傳媒
This article explains why passengers usually board planes from the left, tracing the practice to the maritime tradition of docking ships on the left and to practical needs in modern aviation, including the captain’s position on the left for easier observation and the use of the right-side doors for ground operations.
Facts
Passengers almost always enter an aircraft from the left, a practice linked to how ships traditionally docked.
On some early ships, the steering oar was mounted on the right. To avoid hitting it while docking, crews developed the habit of bringing the ship’s left side alongside the pier.
The left side of a ship is called “Port” and the right “Starboard.” Aviation adopted many maritime terms and traditions as it developed.
On most commercial airliners, the captain usually sits on the left and the first officer on the right, giving the captain a clear view of that side.
The aircraft’s right-side doors are mainly used for ground operations such as catering. Separating passenger boarding from ground services helps reduce interference.
