Why did Chiang Wan-an thank Ko Wen-je in the debate? He reveals the crux of the 輝達 Beitou-Shilin Technology Park land issue: otherwise another mayor would be prosecuted for conferring benefits again
Published ・ Source Taiwan | 風傳媒
Physician Shen Cheng-nan analyzed the focus of the debate between Chiang Wan-an and Shen Boyang in the 2026 mayoral and magistrate race, especially the 輝達 Beitou-Shilin Technology Park land case. He noted that Lee Szu-chuan contributed a great deal and argued that Chiang Wan-an's thanks to Ko Wen-je was reasonable, because legal and political concerns caused by the Core Pacific City case obstructed the land transfer, leading civil servants to adopt defensive administrative practices.
Facts
Physician Shen Cheng-nan noted on Facebook that Lee Szu-chuan, then Taipei deputy mayor, contributed a great deal to the process of 輝達 settling its overseas headquarters at the Beitou-Shilin Technology Park.
Shen Cheng-nan believes that Chiang Wan-an was right to thank Ko Wen-je at the end of the debate, because Ko Wen-je did do a lot for Taipei.
The site 輝達 favored was won in a bid by 新光, but because of the Core Pacific City case, civil servants dared not approve the transfer, and 新光 ended up getting back only its signing deposit.
Shen Cheng-nan noted that if the Core Pacific City case had not been used with the offense of conferring benefits to hound Ko Wen-je and Taipei City Government civil servants, 新光 would long ago have transferred the site to 輝達.

Those who violate Japan's etomidate ban can generally be punished by imprisonment of up to 3 years or a fine of up to 3 million yen.

Gift to children did not exceed NT$2.44 million, yet taxed NT$140,000! Tax bureau reveals "1 detail overlooked" led to back taxes plus penalty
Published ・ Source Taiwan | 風傳媒
The Taipei National Tax Administration said that a father surnamed Li misunderstood the calendar-year rule for gift tax, combining NT$3.88 million in gifts to 3 children in 2026 and, after deducting the NT$2.44 million exemption, had to pay NT$144,000 in tax. The case reminds the public that the gift tax exemption is calculated per donor, and the calculation period runs from January to December each year.
Facts
In a case published by the Taipei National Tax Administration of the Ministry of Finance, a father misunderstood the period for calculating the gift tax exemption, so his total gifts in 2026 reached NT$3.88 million, exceeding the exemption by NT$1.44 million, and he ultimately had to pay NT$144,000 in gift tax.
Gift tax uses a "calendar-year system": the calculation period runs from Jan. 1 to Dec. 31 each year, and a donor does not regain the exemption once 365 days have passed since a gift.
The gift tax exemption is calculated per "donor," not per recipient. Whether parents give property to one child or to three children in the same year, the total gifts for that year must be combined.
In 2026, the annual gift tax exemption for each donor is NT$2.44 million.
Property gifted between spouses is, by law, not included in the total gifts.

Ground-Floor Arcades Can Save on Land Value Tax, but the Vacant Lot in Front of Your Home Cannot! Ministry of Finance Reveals "1 Key" Difference; Letting Pedestrians Walk Through for Free Doesn't Help Either
Published ・ Source Taiwan | 風傳媒
The Ministry of Finance issued an explanation on 2026 land value tax reductions and exemptions, clarifying the differences in how arcades and ordinary vacant land are recognized. It stressed that undeveloped vacant land and legally required open space cannot receive reductions or exemptions, and only arcades or private roads that meet specific conditions can apply. The application deadline is Sept. 22.
Facts
The 2026 land value tax began to be levied on Nov. 1. Land owners who meet the reduction and exemption rules, such as for arcade corridor land or road land, must submit applications by Sept. 22, 2026.
Arcade corridor land is part of a building site, and for recognition purposes the site must have building improvements on it. Undeveloped ordinary vacant land cannot directly apply for reductions or exemptions under the arcade corridor land rules.
Land that only the owner, family members or specific residents are allowed to pass through cannot be directly deemed to meet the exemption conditions for roads open to public passage free of charge, because regulations require that it be for public use and not limited to specific users.
