To counter agentic AI cyberattacks, 國家資通安全研究院（資安院） will build platforms for “automated vulnerability discovery” and “intelligent cyber defense exercises.” Starting next year, it plans to incorporate AI into existing cyber defense exercises to speed up and expand vulnerability discovery and risk assessment. A 微軟 report said Taiwan was the world's 4th most frequently targeted country for cybersecurity threats in the first half of 2026, the highest in the Asia-Pacific region. 資安院 will also help companies establish PSIRTs and participate in international response platforms such as the Asia Pacific Computer Emergency Response Team, promoting cross-border joint defense.

The strongest northeasterly monsoon of the fall arrives today. 李孟軒, a forecaster with 中央氣象署, said today will see the most significant rainfall, with scattered showers expected in northern and eastern Taiwan. Localized heavy rain is possible in greater Taipei, Yilan and Hualien, while heavier rain may also occur in mountainous areas of central and southern Taiwan in the afternoon. The northeasterly monsoon will continue to affect Taiwan through the 7th and weaken on the 8th, though mornings and evenings will remain cool across the island. The union at well-known snack brand 乖乖 launched a strike on Oct. 2 over the owner’s sale of the land at its Zhongli plant in July this year, which it fears could affect the rights of frontline employees. It also petitioned the Ministry of Labor, demanding that the chairman personally appear for negotiations. The union questioned the shifting and vague explanations from 三地集團 about plans to relocate the plant. The Taoyuan City Industrial Federation and the Ministry of Labor called on 乖乖 to negotiate rationally and in good faith, and to safeguard workers’ rights during the strike. The company said it had held several rounds of talks and pledged not to lay off workers for 2 years before the relocation. It hopes to locate the new plant in Taoyuan and resolve the dispute as soon as possible under the Ministry of Labor’s witness. 乖乖 currently has only about 3 weeks of stock remaining.

A white-haired man entered the track area at a level crossing in Tainan on the afternoon of the 4th to photograph an approaching New Tze-Chiang train. The driver saw him and immediately slowed down, braked, and held down the horn as a warning. Fortunately, no accident occurred. Police said they would obtain surveillance footage from 台鐵公司 to identify the person who violated the rules.
