Motorcycles are an essential mode of daily commuting for many New Taipei residents, making the balance between rider safety and motorcycle industry development a critical issue in local transportation and industrial policy. Su Tsao-hui, legislative member and New Taipei mayoral candidate, officially established the 'Scooter Industry Support Association' today (20). The event was attended by Huang Shun-feng, Chairman of the National Federation of Motorcycle Trade Associations of the Republic of China, Yang Wen-hsing, Chairman of the New Taipei City Motorcycle Trade Association, and leaders from multiple local chapters, all expressing strong support.

Su Tsao-hui unveiled a comprehensive policy package covering shop upgrades, talent training, road safety improvements, and industry exhibitions. She also announced plans to host the 'New Taipei Scooter Expo,' aiming to connect the motorcycle industry with local business districts and expand industrial development opportunities.

Industry representatives, including Huang Shun-feng and Yang Wen-hsing, praised Su Tsao-hui for her long-standing attention to motorcycle industry issues and rider rights, noting her deep understanding of sectoral challenges. Attendees chanted 'New Taipei Wins with Hui in 2026,' demonstrating strong backing for Su.

Su emphasized that for many New Taipei citizens, motorcycles are not just transportation but vital for daily commutes, school pickups, and everyday mobility. Therefore, the government must not only ensure safer riding environments but also support motorcycle businesses in improving operations, upgrading facilities, and cultivating skilled professionals.

On shop upgrades, Su proposed subsidies and technical guidance for noise reduction, ventilation, and pollution control equipment, helping traditional repair shops improve storefronts and working conditions, minimizing operational impact on surrounding communities, and fostering harmonious coexistence between shops and neighborhoods.

For talent development, Su proposed doubling the bonus for obtaining the Class B Technician Certification from the current NT$3,000 to NT$6,000. She also pledged subsidies for shops adopting labor-saving machinery to reduce physical strain and occupational injury risks for workers, supporting industry modernization from both equipment and human resource perspectives.

Regarding motorcycle modifications, Su acknowledged many riders wish to express individuality through customization. She advocated for a 'legal modification, objective enforcement' framework, providing clear, safety-compliant guidelines for riders while ensuring fair and consistent law enforcement.

Su also proposed expanding the Environmental Protection Bureau’s inspection capacity to shorten vehicle inspection wait times, balancing environmental standards with user convenience and enhancing rider safety and satisfaction.

On road safety, Su pledged continued investment in safety infrastructure and proposed prioritizing traffic fine revenues for road design improvements, redirecting funds to enhance road environments and user safety. She also plans to expand physical sidewalks, improve school walking routes, and widen bus stops, addressing diverse road user needs to reduce overall traffic risks.

Beyond improving riding conditions, Su positioned the motorcycle industry as a key component of urban commercial development. She announced plans to integrate upstream and downstream sectors—including motorcycles, accessories, and related industries—with cross-sector collaborations and local business districts through the 'New Taipei Scooter Expo.' By combining exhibitions, industry exchanges, and commercial partnerships, she aims to create cross-sector consumption scenarios and economies of scale, transforming the motorcycle industry into a driver of local economic growth beyond mere commuting needs.

Su stressed that by simultaneously advancing policies on shop upgrades, talent cultivation, road safety, and industry events, she aims to improve operating conditions for motorcycle businesses and ensure safer, more convenient road environments for daily riders in New Taipei.

The 'Scooter Industry Support Association' launch event was also attended by New Taipei City Councilors Peng Yi-shu, Chang Chia-ling, Chang Wei-chien, Huang Shu-chun, Tai Wei-shan, Weng Chen-chou, and councilor candidates Wu Yi-hsuan, Chang Chih-hao, Li Kun-ying, and Chen Chun-yen.
