The Dayuan Parent-Child Center in Taoyuan sparked social concern after mistakenly using an image of the five-star flag during its 'International Month' event. Luo Chu-tung, Director of Taoyuan's News Department, stated that the center had adopted 'Travel the World, International Month' as its annual theme to introduce cultures from various countries. He expressed regret for causing public concern and announced the immediate removal of all related materials.In addition to urging the Bureau of Women and Children to work with the operating unit to review and improve procedures, the city government called on political figures to refrain from unfairly labeling such incidents as 'united front work' (tongzhan), emphasizing that doing so would undermine the long-term efforts of nonprofit organizations in public childcare.Luo pointed out that the 'Sanzhisan Life Education Foundation,' which operates the Dayuan Parent-Child Center, is a nonprofit team with a long history of contributing to public childcare at both central and local levels, and has been officially commended multiple times. Since the tenure of former mayor Cheng Wen-tsan, the foundation has continuously managed several public childcare services in Taoyuan. Cheng himself visited the center on multiple occasions and publicly praised it as an 'excellent model for early childhood education.'Although the incident stemmed from insufficient political sensitivity on the part of the center, Luo emphasized that it was purely an unintentional mistake by a nonprofit team operating outside its professional domain. He criticized specific DPP politicians for personally visiting and praising the center when seeking childcare policy achievements, yet now, without concrete evidence, exaggerating an administrative oversight into a 'united front' operation and linking it to Mayor Chang Shan-cheng, calling it purely election-driven political manipulation.Luo stressed that standards for evaluating public affairs should be consistent. In the past, when the Directorate General of Highways used simplified Chinese characters in provincial road construction projects, no one questioned the nationality of the Minister of Transportation or the Premier. When international singer Bruno Mars posted a thank-you message for 'Taiwan, China' after a concert in Kaohsiung, DPP legislators did not launch fierce criticism against Kaohsiung Mayor Chen Chi-mai. He questioned why similar incidents in central or southern regions could be discussed rationally, while an unintentional error by a contracted nonprofit center in Taoyuan was immediately labeled with political accusations.Luo stated bluntly that the long-term, stable development of public childcare relies on the collaboration of more professional civilian teams. If political figures, driven by ideology and electoral interests, resort to witch hunts to attack frontline childcare teams, other organizations considering entering public childcare will feel discouraged and withdraw. Ultimately, the entire childcare environment and the rights of parenting families will suffer.Regarding follow-up measures for the management and contracted operations of public venues, the city government has instructed relevant departments to implement improvements and preventive measures. The Dayuan Parent-Child Center has been ordered to immediately remove all controversial promotional materials and exhibits. The Bureau of Women and Children will work with the operator to comprehensively review upcoming event details. For the city’s numerous and large-scale contracted venues, the government will establish a more robust review mechanism to minimize the likelihood of errors, ensuring administrative oversight while respecting the professionalism of civilian operators.Finally, Luo noted that the city hosts diverse and sizable events and facilities that require collaboration with civilian groups, along with supervisory responsibilities. Going forward, the city will develop stricter oversight mechanisms to reduce the probability of errors to the lowest possible level.
