The Central Emergency Operations Center issued an update on the evening of the 13th regarding recovery efforts after Typhoon Bavi. Full water restoration has been achieved across Taiwan, but 1,416 households in Hsinchu County and Miaoli County remain without electricity due to road blockages. To address communication disruptions, the National Communications Commission (NCC) has activated an 'emergency roaming' mechanism to ensure basic connectivity.Typhoon warnings for land and sea were lifted on the 12th, and the emergency response level was downgraded to Level 3 at 4:00 PM that day. However, due to isolated areas in Hsinchu and Miaoli caused by severed roads, Deputy Commander and Fire Agency Director Hsiao Huan-chang chaired a video conference on the morning of the 13th titled 'Post-Typhoon Recovery Progress Meeting' to coordinate ongoing recovery efforts.During the meeting, Hsinchu and Miaoli county governments reported that most county and township roads are expected to be cleared by the 13th. All evacuation shelters opened during the typhoon have been closed, and displaced residents have safely returned home or to relatives' homes. In Hsinchu's Smangus area, a temporary bridge was washed away, leaving the community isolated. However, food and drinking water supplies remain sufficient, and the county government will continue delivering supplies as needed. Medical supplies are currently adequate, but due to ongoing landslides in mountainous areas, the Ministry of Health and Welfare has proactively contacted local authorities and stands ready to deploy drones for emergency medical deliveries. To enhance communication resilience in disaster zones, the NCC has coordinated with telecom operators to establish an emergency roaming system. The typhoon damaged 170 cell towers nationwide, with 46 still requiring repair. In Wufeng Township, Hsinchu County—the hardest-hit area—NCC has arranged for two mobile base station vehicles. Emergency roaming service was activated at 9:00 PM on the 12th, allowing affected residents to maintain basic communication via partner networks.Regarding utility restoration, 4,278 households across Taiwan experienced water outages due to the typhoon, all of which have now been fully restored. Power outages initially affected 249,892 households, with 1,416 households in Hsinchu (including 19 in Miaoli) still without electricity as of 9:00 AM on the 13th. Restoration efforts by Taipower are delayed due to blocked access roads, and Hsinchu County is working to clear the routes. The affected areas of Jianshi and Wufeng rely on simple tap water systems, which suffered severe damage. Hsinchu County has submitted an emergency water supply assistance plan to the Ministry of Economic Affairs, which agreed during the meeting to expedite approval to facilitate recovery.Currently, 21 shelters remain open across four counties and cities—Taoyuan, Kaohsiung, Nantou, and Hualien—housing a total of 494 evacuees. The Ministry of Health and Welfare continues to urge local governments to ensure housing safety before allowing residents to return.Local governments have launched comprehensive recovery operations, including environmental cleanup, public infrastructure repair, agricultural damage assessment, and epidemic prevention preparations, aiming to restore normal life as quickly as possible.
