According to an announcement by the Ministry of the Environment (*2), the number of human casualties due to bears reached 238 in fiscal year 2025, marking the highest number of deaths and injuries in the past five years. Furthermore, the emergence of "urban bears," which have become accustomed to humans and sounds, making traditional deterrence measures less effective, impacts not only human lives but also the regional economy. In response, the government has formulated a "Bear Damage Countermeasures Package" (*3), strengthening measures such as expanding subsidies for collecting and providing information on sightings using the latest technologies like ICT and drones, by designating bears as "Designated Management Wildlife."
